RE: Kano Governor’s Call For CP Transfer
RE: Kano Governor’s Call For CP Transfer
From Dantani Balarabe
The Daily Nigerian’s story alleging that the Governor of Kano State, Abba Kabir Yusuf, has petitioned to the Inspector General of Police, Olatunji Rilwan Disu, seeking for the removal of Commissioner of Police, Kano Command, Ibrahim Adamu Bakori, is not new to Daily Nigerian newspaper.
The story published Wednesday November 4, 2026, captioned “EXCLUSIVE: Gov. Yusuf seeks posting of ‘loyal CP’, 18 DPOs to Kano ahead of 2027 election” reveals that it was as a result of disagreement over DPO transfers. That CP Bakori replaced several DPOs with senior officers based on rank and experience.
Explaining further that IGP Disu, had previously transferred 18 DPOs out of Kano to Yobe, Gombe, Kebbi, Sokoto, Zamfara and Katsina. Alleges that, Governor wants the posted DPOs back to Kano with specific Divisional Offices identified. As if Governor Yusuf is IGP and Police Service Commission put together.
The paper alleges that the Governor wants a “loyal CP.” Adding that Governor Yusuf has reportedly sought the redeployment of CP Bakori and nominated (?) newly promoted CP Mohammed Yusuf Adamu to replace Bakori. The move that was seen as an apparent attempt to gain “control” of the Command ahead of the 2027 election.
One important thing I want remind people is the fact that, transfer, redeployment, posting as well as promotion of Police officers is the sole responsibility of the Police authorities. And Police Service Commission. So accusing Governor of any sort of influence in purely Police affairs, is, the least, ignorance of normal procedures.
Looking at the provisions of Section 215(1)(b) of the 1999 Constitution of the Federal Republic of Nigeria, empowers the Commission to appoint Commissioners of Police for each state of the Federation and the Federal Capital Territory.
The story is a recurring pattern of Daily Nigerian in Kano politics. Every time an election is conducted or concludes, a story appears that the Governor wants the Commissioner of Police removed. Just a planted content to pressure the Inspector General of Police.
During Governor Abdullahi Umar Ganduje’s tenure in 2019 there was similar issue. It happened after the March 9, 2019 governorship election was declared inconclusive, PDP’s Abba Kabir Yusuf was leading with 1,020,465 votes against Ganduje’s 987,459 votes. On March 12, 2019, Daily Nigerian reported that, “Ganduje in Abuja, seeks removal of Kano CP” – CP Mohammed Wakili.
At that time Daily Nigerian said Ganduje travelled to Abuja with Speaker Kabiru Rurum, APC Chairman Abdullahi Abbas and strategist Nasiru Aliko-Koki to lobby APC National Chairman Adams Oshiomhole, Bola Tinubu and Presidency officials to remove Wakili.
There was 2023 Pre-Election crisis from February to March 2023. When there was serious disagreement between Ganduje and the then opposition New Nigeria People’s Party (NNPP). Many arguments were advanced xo concerning petition against CP to IGP. Being the most complex there was redeployment 3 CPs in 3 weeks.
First, on February 19 to 20, 2023, there was unofficial and unconfirmed allegation that NNPP caused the removal of CP Mamman Dauda. NNPP, then opposition led by Kwankwaso and Abba, accused CP Mamman Dauda of working with Ganduje to arrest over 100 NNPP members.
When Dr Baffa Bichi threatened mass protest in all 44 LGAs and withdrawal from Peace Accord. The result was that IGP Alkali Baba immediately transferred Dauda to Plateau and posted CP Mohammed Yakubu to Kano. He also posted CP Ita Uko-Udom to Kano Central.
Second, on March 6, 2023, Ganduje’s former CSO was posted. IGP posted CP Balarabe Sule, Ganduje’s former Chief Security Officer and former DCP Operations in Kano, to Kano to replace Yakubu. NNPP protested that Sule, ACP Abubakar Shika and ACP Adamu Babayo were partisan officers used to repress opposition. The result was that on March 8, 2023, IGP reversed Sule’s posting after protests and posted CP Faleye Olaleye from Ebonyi instead.
Third, on March 14, 2023, Faleye was cancelled too. IGP cancelled Faleye Olaleye and posted CP Ahmed Kontagora to lead Kano during Governorship election.
What has now become obvious and new normal whenever election draws nearer, is the fact that similar stories on election version is being recycled from 2019 and 2023 templates. The same template is at play now, by the familiar Daily Nigerian.
So blaming the Governor through an already recycled pattern of story template is nothing to take serious or worry about. I thank the image maker of the Governor, Malam Mustapha for informing the media that he knows nothing about this allegation. Meaning, the allegation is just treated like trash by Governor’s media manager, his Chief Press Secretary, Mustapha. An excellent approach.
